TDK, BB, Memento, and Inception are all well done films in every way. Id say with those films listed, Nolan is clearly a great writer. TDKR might not be a strongly written film, but the majority of his films are atleast good in that category and then strong for movies listed above.

This is like asking why formulaic and predictable things are popular and sell the most. Because people don't like change, they want comfort, accessibility, and for things to go down smoothly.

Nolan makes those kind of films, but brings more quality to them then they are usually afforded (Mostly in his plots - which most blockbusters lack). The problem is, fans of Nolan then want badly for Nolan to be seen as a visionary artist, that makes high art. And the reality is, often his films are still shlock. They are higher quality shlock. But still shlock.

Because of the name he's made for himself, particularly with the Batman trilogy, it's doubtful he'll abandon directing films that appeal to the masses instead of attempting to top Memento.

Imo I honestly believe Memento was topped by Inception.  Memento seemed too one dimensional of a storyline without a huge payoff in the end with Inception.  I'll admit editing was beautiful but the action sequences felt amateur.  While starting a film at the end to the beginning was audacious, it left me a little cold by the end when finally realizing Guy Pearce's character is still unsure what happened and doesn't even care.

TDK > Memento though

And I dont get why QT and PTA are better directors because they make movies with a risker style. Thats definitely not the reason why I think they are better directors. Nolan is definitely in their group of visionary filmmakers though.
 
At the end of the day it's all opinion. For me, Quentin Tarantino just doesn't hit the spit. I see why people would like his films, but I don't personally like him. Is he over rated? No, I just don't like his movies that much. Clearly others do. Is Nolan overrated? No, you just don't like his movies as much as others do. :seanshrug:
