No. For example; one could argue production is why waka's music is so awesome. But tbh the production in Flockaveli wouldnt work with anyone else.

Not even remotely true tho. A lot of today's production is purely synth-based or has no real samples at all. Just look at Tyler and shit. But even just "picking the right sample" or whatever has little to do with a lot of the producers that are sample-based. It's what they do with it or how they might modify it. (ex: Clams Casino, Spaceghostpurrp)

sampling truly is an art. but not the ONLY side to producing. there are producers that don't depend on samples that are some of the best out, take Pharrell and Chad Hugo for example. they've produced countless no.1's for Jay, no samples.
