With this talk of it not even being turned in (the album), I doubt this theory holds true.

It not being turned it doesn't mean the album isn't completed. It sounds like a pretty good idea to wait until the last possible day to prevent leaks, especially since it has worked so far. Def Jam people tweeted pics of themselves in a car brining a USB to Flex to premier Otis, so I'm sure they know it's finished.
