When you think about what consciousness is you should consider how high/low it can be. A lot of people are living day to day on autopilot, how conscious are they? How conscious is the kid who's actively building an understanding of his own reality? There are clearly different levels to what we're experiencing as humans. It's unfortunate that most people are so far removed from this way of thinking, but I think we're getting there.
