i hvent been to the gym in almost 4 months and just went back last 2 days ...i lifted weights...my muscles are really sore especially my arms biceps and triceps..is this normal? what to do for relief?

I recommend stretching maybe a bit of light jogging, cold shower/bath to help flush the lactic acid through.
Heat and ice if you have persistent isolated pains.
