They announce them at any time. All the concerts I've been to they announce the openers before tickets are on sale.

For the lady gaga concert I knew Cudi was the opener before I even bought tickets.  So usually they announce it before the tickets go on sale but this tour has been so un organized i doubt they even have an idea who will open.
