1st you need the 1st image of the person or whatever as the base cut out & on its own layer. Then you paste in the cloud pic & set make a clipping mask. Then change the opacity & blend mode to your liking & use a soft brush o erase anything you don't need. Then set a black & white gradient overlay. Save & your done.
